Since 1971, HLW Policy Consortium (HPC) has been Washington’s only organization exclusively dedicated to defending and advancing the sanctity of human life — from the moment of conception to natural death.
HPC is the public policy branch of HLW, serving as a strategic policy institute committed to evidence-based research, ethical clarity, and durable legislative solutions.

Life Policy Principles
A Framework for Evaluating Public Policy
When evaluating legislation, citizens and lawmakers can apply these guiding principles:
1. Protect Life at Every Stage
Public policy should affirm the inherent dignity of every human life — from conception through natural death.
Ask: Does this policy protect the vulnerable?
2. Remove Financial Coercion
No woman or family should be driven toward irreversible decisions because of economic pressure. Policy should reduce barriers to childbirth, adoption, and caregiving.
Ask: Does this law alleviate economic coercion?
3. Strengthen Parents, Not Replace Them
Parents are the primary decision-makers for their children in education, healthcare, and moral formation.
Ask: Does this policy empower parents?
4. Require Transparency & Informed Consent
Institutions — medical, educational, governmental — must provide full disclosure and operate transparently.
Ask: Does this increase informed decision-making?
5. Promote Family Stability
Strong families are the foundation of a healthy society. Public policy should encourage stable family formation and intergenerational care.
Ask: Does this strengthen families long-term?
6. Uphold Ethical Medicine
Healthcare policy must align with ethical standards that protect human dignity in reproductive and end-of-life care.
